Yes, the Menics MS135T-RFF-B beacon light can be set to rotating mode only. Rotating or flashing mode is dependent on how the light is wired, so as long as the green wire is not connected (for flashing mode), it would just be set to rotate. The wiring diagram for this beacon light is shown below:
