While the Macromatic THR-15161-33J time delay relay does not have a test function, as long as the timing function is working as it should, you'll know that the relay is operating within normal parameters. If it's not, first make sure all the wiring and connections are correct according to the wiring diagram that's shown on the housing of the unit. Since this unit has a Repeat Cycle ON function, it should be energized once the input voltage is introduced.
