If the Remphos RP-SSL-1W-40K-BK-G1 solar LED step light does not work, the most common cause is that the solar panel on the light is not getting enough sunlight to fully charge the battery. Check to make sure the light fixture is positioned so that it gets at least 6-7 hours of full sunlight on the panel. It also shouldn't be installed under an overhang or some other obstruction that would shade it during the day. If the LED solar fixture is getting enough sunlight, then we would need further information such as how long ago it was installed and when it started not working correctly.
