The best option for protecting the Macromatic TR-60622 time delay relay from power surges is to install a surge protection device (SPD). It can be installed at the main breaker of the control panel, at the main circuit breaker for the building, or anywhere in-between to catch a potential voltage surge and direct it to ground.
A line fuse would only be used of a unit short-circuits, as the line fuse opens the circuit to prevent a fire. The TR-60622 does not require a fuse, as it just opens rather than short-circuits. Line fuses do not do much to stop power surges and are mainly intended to prevent short-circuiting.
