The Light Efficient Design LED-7300-27K-G2 PL LED light is not recommended as a replacement for the Philips PL-C ALTO 13W/827 GX23-2 /2P, mainly because of the differences in their bases. There is a difference between a GX23 base and a GX23-2 base. The shoulder of the GX23-2 base is larger than the GX23 and has a rectangular shape, as seen in the diagram below:
If the LED-7300 is mounted into a fixture with a socket designed for a GX23-2 base, it may not fit correctly. It could cause the light to fall out of the socket or have a poor connection. The LED-7312-27K-G2 does have a GX23-2 base and is made for horizontal applications.
