Have a Panasonic fan/light installed in 2003. Is your bulb compatible with this ballast? Light Efficient Design LED-7312-27K-G2 GX23-2 PL Light, 2700K, 7W

I found a Phillips brand LED that says it is NOT compatible with 2003 or earlier ballasts.

There is a concern about ballast compatibility with the Light Efficient Design LED-7312-27K-G2 PL light, since it is a 17 year old ballast. Typically this lamp will work with most magnetic ballasts. It is rare to have an electronic ballast with a 2 pin lamp. Our recommendation for this installation would ultimately be to bypass the ballast and instead use direct line voltage.
